Der Film stellt die föderale Struktur der Bundesrepublik vor und zeigt die unterschiedlichen Aufgaben, die beim Bund und bei den Ländern liegen. Der Film legt Wert auf die Förderung der Urteilsfähigkeit der Schülerinnen und Schüler und gibt der Frage nach den Vor- und Nachteilen des Föderalismus breiten Raum. In Verbindung mit dem umfangreichen Unterrichtsmaterial lässt sich das Medium hervorragend im Unterricht verwenden.
